Nov. 16, 2006 Medical Certification Requirements as Part of the CDL NPRM
FMCSA is proposing to merge information from the medical certificate into the CDL process as required by Section 215 of the Motor Carrier Safety Improvement Act of 1999 (MCSIA). This NPRM would require interstate CDL holders subject to the physical qualification requirements to provide a current original or copy of their medical examiner’s certificates to their State Driver Licensing Agency (SDLA). The SDLA would be required to record on the Commercial Driver License Information System (CDLIS) driver record the certification the driver made regarding applicability of Part 391, and for drivers subject to Part 391, the medical status information. CDL drivers would no longer be required to carry the medical examiner’s certificate because it would be maintained electronically.

Aug. 31, 2006 Hazardous Materials: Harmonization with the UN Recommendations, International Maritime Dangerous Goods Code, and International Civil Aviation Organization’s Technical Instructions (HM-215I) Proposed Rule
PHMSA is proposing amending the HMR to maintain alignment with international standards. The proposed revisions are needed to “harmonize” the HMR with recent changes to the international requirements. Proposed are changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations and vessel stowage requirements.
