This rule revises the regulations for consistency with the
Hazardous Materials Safety and Security Reauthorization
Act of 2005. Amendments include revisions to the definitions of
hazmat employee and hazmat employer;
revisions to the shipping paper retention requirements (2 yrs.
for shippers/1 yr. for carriers); replacement of
exemption with special permit; and more. |

PHMSA is considering requirements
concerning the current safety and security risks associated with
the storage of explosives during transportation. They are requesting
comments on whether regulatory action is needed; what measures should be taken to protect explosives; and if
additional requirements are needed to protect other high hazard
materials (such as inhalation hazards). Comments must be
received by Feb 14, 2006. |
