Sept. 21, 2006 Hazardous Materials: Revision of Requirements for Security Plans (HM-232F) ANPRM
PHMSA is considering revising the list of hazardous materials that require development and implementation of a security plan to address security risks during transportation in commerce. The revisions would address outstanding petitions requesting that certain materials be excepted from the security plan requirements. PHMSA will hold a public meeting on Nov. 30, 2006 to obtain comments on the security plan requirements.

Aug. 31, 2006 Hazardous Materials: Harmonization with the UN Recommendations, International Maritime Dangerous Goods Code, and International Civil Aviation Organization’s Technical Instructions (HM-215I) Proposed
PHMSA is proposing amending the HMR to maintain alignment with international standards. The proposed revisions are needed to “harmonize” the HMR with recent changes to the international requirements. Proposed are changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations and vessel stowage requirements.

Aug. 15, 2006 Hazardous Materials Transportation; Registration and Fee Assessment Program (HM-208F) Proposed
This proposed rule would amend the statutorily mandated registration and fee assessment program for persons transporting or offering for transportation certain categories and quantities of hazardous materials. For those registrants that do not qualify as small businesses or not-for-profit organizations, the fee would increase to $1,975 (plus $25 administrative fee) for registration year 2007-2008. For  registration year 2008-2009 and following years, the fee would be raised to $2,975 (plus $25 administrative fee). PHMSA is also proposing the elimination of the expedited telephonic registration option, the use of which has decreased due to the internet registration option.

Sept. 12, 2006 Hazard Communication ANPRM
OSHA is considering adoption of the Globally Harmonized System of Classification and Labeling of Chemicals (GHS). The GHS has been adopted by the United Nations and there is an international goal for as many countries as possible to implement the GHS by 2008. The GHS includes harmonized provisions for classification of chemicals for their health, physical, and environmental effects, as well as for labels on containers and safety data sheets. Adoption of the GHS by OSHA would require changes to the Hazard Communication System. This notice provides information on the GHS, benefits of its adoption, and the potential impact on the Hazard Communication System. The Agency is also seeking comments
