May 3, 2007 Hazardous Materials: Revision and Reformatting of Requirements for the Authorization to Use International Transport Standards and Regulations (HM-215F) FINAL RULE
PHMSA is revising and consolidating the requirements on the use of ICAO’s Technical Instructions, the IMDG Code,Transport Canada’s TDG Regulations, and the IAEA’s Safety Standards Series: Regulations for the Safe Transport of Radioactive Material.
The changes in this Final Rule are intended to provide a user-friendly format to promote understanding of the conditions and limitations on the use of international standards and regulations. The effective date is Oct. 1, 2007.

June 27, 2007 Security Requirements for Motor Carriers Transporting Hazardous Materials withdrawal ANPRM
This withdrawal advises that the Transportation Security Administration (TSA) of the Department of Homeland Security has assumed the lead role from PHMSA for rulemaking addressing the security of motor carrier shipments of hazardous materials (under Docket HM-232A). Thus, a previously published ANPRM (July 16, 2002) issued by PHMSA, concerning escorts; pre-notification to state/local governments of planned hazmat shipments; safe havens; and vehicle tracking systems, has been withdrawn.

While this Final Rule does not create any new requirements, it corrects errors in the hazardous waste and used oil regulations (in 40 CFR) which are the result of typographical errors, printing omissions, etc.
