Requirements for the Authorization to Use International
Transport Standards and Regulations (HM-215F) |
FINAL RULE |
PHMSA is revising and consolidating the requirements on the use
of ICAO’s Technical Instructions, the IMDG Code,Transport
Canada’s TDG Regulations, and the IAEA’s Safety Standards
Series: Regulations for the Safe Transport of Radioactive
Material.
The changes in this Final Rule are intended to provide a
user-friendly format to promote understanding of the conditions
and limitations on the use of international standards and
regulations. The effective date is Oct. 1, 2007.

Security Requirements for Motor Carriers Transporting
Hazardous Materials |
withdrawal ANPRM |
This withdrawal advises that the Transportation Security
Administration (TSA) of the Department of Homeland Security
has assumed the lead role from PHMSA for rulemaking
addressing the security of motor carrier shipments of
hazardous materials (under Docket HM-232A). Thus, a
previously published ANPRM (July 16, 2002) issued by PHMSA,
concerning escorts; pre-notification to state/local
governments of planned hazmat shipments; safe havens; and
vehicle tracking systems, has been withdrawn.

Hazardous Waste and Used Oil; Corrections to Errors in
the Code of Federal Regulations |
FINAL RULE |
While this Final Rule does not create any new requirements, it
corrects errors in the hazardous waste and used oil regulations
(in 40 CFR) which are the result of typographical errors,
printing omissions, etc.

OSHA is proposing revisions to the explosives and blasting
agents standard in subpart H of Part 1910. This revision of
1910.109 is intended to enhance the protections provided to
employees engaged in the manufacture, storage, sale,
