RIN 2137–AG03 Hazardous Materials: Reducing Burdens on Domestic Aerosol Shippers
ACTION: Final rule.
SUMMARY: PHMSA is amending the Hazardous Materials Regulations by updating the definition of an aerosol to eliminate unnecessary regulatory burdens and maintain consistency with current international transportation standards.
DATES: This final rule is effective September 3, 2026.
